3. Territorial sea. outside are International waters. Pertainig to the nation. Oil, minerals, fishing, everything.

Its the Exclusive Economic Zone, the area inside of which the country has jurisdiction over fihing, mining, drilling for oil etc.........but not the right to dispute "innocent passage" of ships just passing by..in cases where thetwo countries are less than 200 miles its a line split down the middle.........
