do i need to pay or have some sort of licence to use a small day fishing boat on rivers?

1. It depends where. In the New York area you need to take a course to get a safety certificate, and they enforce pretty hard.
2. yes contact the local authority in your area, its not much and a lot cheaper than the fine. yep you are right caught and fined

4. you certainly do, you either need to register you craft with the British Waterways where they will give you a sort of numberplate with your licence number on it or alterantively launch froma designated slipway and pay for a day ticket. Failure to do this can lead to a fine

8. i dont know about a license for the boat, but a fishing licence is £24 for the year, i know i just got one (as we have a boat for our private lake im afraid i dont know the law about them)
9. any boat that has a motor has to be registered through the state. you have to have registrations numbers on the outside of the boat, both sides. You have to go to your county court house if you have never registered it, or recently purchased. Once you have you can renew it at any place that sells fishing licences. you will get a print out making you legal till card comes in the mail. You need a fishing licence to fish in most states, go online to your state and search fishing regulations. If the boat has no motor, I believe you don't need to register it. You get caught by the wildlife police w/no registration and/or no licence, you are looking at some bucks, especially if the guy has had a bad day after putting up with drunk boaters!
10. If you are in the UK you need a licence from British Waterways and THEY DO CHECK and DO PROSECUTE if you don't have one. Before you can get your licence your boat must have at least third party insurance up to £2million. British Waterways will need a copy of the insurance certificate before issuing the licence. This applies even if you only have a small inflatable dingy or similar, which you use on only a few days a year. You can get an EXPLORER licence which you can use on any 30 days throughout the year. It costs around £65.
